The Cynthia F. Shurtleff award recognizes and honors an individual who has shown leadership and significantly contributed to the health and well-being of women, children and families in Washington State. This award honors an individual who has shared a vision to improve his/her community, has taken initiative to bring this vision into reality, has created innovative ways to make an impact or difference in their community, understands partnerships and is continually building them to sustain the effort and realize the vision.
For over 20 years, Linda Stone has worked tirelessly to help children and families in our State access needed food resources. This year Linda worked with other advocates to change income limits for Basic Food, meaning that more low-income, working families receive food assistance.
In the late 1990s, Linda’s work to ensure that Washington’s legal immigrants had access to food assistance earned her the Professional Child Advocate of the Year Award from Voices for America's Children. Linda helped create the Western Region Anti-Hunger Consortium, bringing local voices to key Congressional issues.
Linda's work with WithinReach and other partner organizations has resulted in state legislation and appropriations to expand access to school breakfast, Summer Meals and the Food Stamp Program. She served a key role in helping WithinReach initiate the ParentHelp123.org program. In her work as the Eastern Washington Director of the Children's Alliance, Linda makes a difference to countless families in our State.

The Partnership Award is given to an organization for its continuous commitment to WithinReach (formerly Healthy Mothers, Healthy Babies) by strengthening community partnerships, providing generous support and enhancing WIthinReach's efforts to target diverse populations.
For nearly twenty years, WithinReach and Public Health – Seattle & King County have worked together to protect and improve the health of King County residents. Through programs like the Children’s Health Initiative, the Physician Lactation Education Collaborative, and the Family Health Hotline, our collaborations have improved the quality of life, closed persistent gaps in health status and created a healthier future for thousands of families.
As one of the nation's leading local health departments, Public Health serves 1.8 million residents through the work of over 2000 employees reaching across 28 sites. Activities include core prevention programs, environmental health, community oriented primary care, emergency medical services, correctional health services, Public Health preparedness, and community-based public health assessment and practices.
