Dear Friends,
Over this past year, I was reminded that when uncertainty grows, trusted connections matter more than ever.
Across the country, families experienced a rapidly changing landscape. Federal policy shifts, the federal government shutdown, and uncertainty surrounding essential programs such as SNAP and WIC created confusion for many of the people who rely on them every day. At the same time, nonprofits and the broader social safety net faced increasing scrutiny, even as communities depended on them more than ever.
Amid these challenges, my priority was keeping WithinReach focused on what has always guided our work: helping families find the care, services, and support they need to thrive. Every day, I watched our team step up to answer questions during times of uncertainty, guide families through increasingly complex systems, and connect people to trusted resources with compassion, dignity, and respect. When the path became less clear, our team helped illuminate the way forward, and I could not be prouder of their resilience.
This challenging year underscored exactly why our work matters, making it the perfect moment to mark an important milestone for our organization. In partnership with our dedicated board, I was thrilled to introduce our updated mission: to nurture a future where all children have opportunity, all families receive the support they need, and community health is within reach.
While our mission statement has evolved, our purpose has not. Rather, this new language more fully reflects who WithinReach has become and the future I am committed to building. We believe that every family deserves the opportunity to thrive, and that access to support should never depend on a person’s ability to navigate complicated systems alone. By breaking down barriers, strengthening partnerships, and improving connections across health and human services, we help make those systems work better for everyone.
To achieve this vision, we focus our efforts across five interconnected impact areas: Food Access, Health Insurance Access, Child Health and Development, Family Stability, and Immunization Awareness. Each tells an important story on its own. Together, they reveal something even more powerful: when families can confidently navigate the resources available to them, children are healthier, communities are stronger, and opportunity expands.
None of this happens in isolation. It is made possible through the extraordinary commitment of our staff, board members, funders, healthcare providers, community-based organizations, public agency partners, and donors. Together, we are creating a statewide network of support that is stronger, more connected, and better equipped to respond to the evolving needs of Washington families.
In times of uncertainty, information matters. Partnership matters. Human connection matters. Thank you for standing with WithinReach as we continue to build a future where every family can find the support they need, every child has the opportunity to thrive, and community health is truly within reach.
With gratitude,
Sharon Silver, MPH
Chief Executive Officer
We support families. We support systems. We support change.
At the heart of our work is a simple truth: every family in Washington deserves access to the foundations of stability—nutritious food, health insurance, immunizations, and child development support. This year we are proud to have supported over 150,000 Washington families.
But learning about, finding and applying for family support programs can be confusing and overwhelming. Because many of our team members once needed the same resources they now connect families to, they understand firsthand how life-changing these supports are—and exactly how challenging they can be to access.
We also know that a single resource is never enough because families don’t live their lives in silos, and no two families need the exact same thing. That is why we use a holistic, wrap-around approach.
To fully realize our mission to nurture a future where all children have opportunity, all families receive the support they need, and community health is within reach, we organize our work into five core impact areas:
Explore our impact areas to see how WithinReach connects families to resources, strengthens communities, and helps create better health and opportunity across Washington.
Supporting early identification of delays and foundational growth so every child can thrive.
Connecting families to the supports they need to stay together, navigate recovery and build a foundation for the future.
Protecting community health and shielding children from preventable diseases.
True stability for families requires more than just fixing singular problems—it requires changing the current systems. To do this, WithinReach serves as a vital bridge between local communities and statewide action, anchoring our efforts through deep partnerships and our flagship program, Help Me Grow Washington, which offers a full spectrum of supports to all families in Washington state with young children.
By offering direct, compassionate support, we can listen deeply to what families are truly experiencing. We take those real-world insights and collaborate statewide to address needed changes in the bigger picture. WithinReach proudly leads and coordinates several of these key groups—including the Help Me Grow Washington Network, the Basic Food Education Forum, the Washington Coalition on Medicaid Outreach, the Washington Prenatal-to-Three Coalition, the Immunization Action Coalition of Washington, and Vax Northwest.
We approach change through three connected, but distinct pathways:
Meeting families where they are with one-on-one, compassionate navigation to secure immediate basic needs.
Partnering with providers, state agencies, and community networks to connect fragmented services and remove barriers to care.
Elevating real-world family stories to improve statewide infrastructure and influence policy—ensuring our state’s systems shift to serve families as holistically as we do.
Please note: The stories shared throughout this report are based on real families. Names and identifying details have been changed to protect their privacy.
When food assistance rules keep changing, families need more than information—they need someone they can trust.
Nutritious food is the foundation of a child’s health and well-being. During the 43-day federal government shutdown in late 2025, rapidly shifting policy updates left families across Washington facing deep uncertainty. WithinReach responded immediately on two fronts: keeping our Help Me Grow Washington digital platform updated with real-time benefit updates and deploying our Resource Navigators to provide one-on-one support.
For families facing benefit disruptions or delays, our team provided reassurance, built emergency contingency plans, and directly connected parents to local food banks and community meal programs—helping ensure they had the support they needed during uncertain times.
Families: Meeting Immediate Needs
When families reach out, they are often facing much more than an empty fridge—they are navigating recent job loss, rising grocery costs, and complex benefit shifts. Our Family Resource Navigators listen first, helping them look at the whole picture to uncover every support they are eligible for.
This year, we provided:
Systems: Building Pathways
Families’ real-world experiences show us where systems are working and where barriers still prevent people from getting help. WithinReach partners with healthcare networks and community organizations statewide to build a more connected, responsive safety net.
Key Initiatives:
Change: Advocating for Dignity
Food access is never just about groceries; it is about health, stability, and human dignity. We track policy changes and translate their impacts to relieve the anxiety and confusion families face. By providing clear, trustworthy resources, we ensure families understand these shifts and have a dedicated partner to guide them forward.
The Long-Term Impact:
Every single conversation, referral, and community partnership moves Washington closer to a system where accessing food is simple, dignified, and supported.
Impact in Action: A Family’s Story
For more than 15 years, a pediatrician supported one Washington family through every stage of childhood—from newborn visits to school-age checkups and adolescent milestones. Over time, he built deep trust with Maria and Daniel, who immigrated from Mexico and have lived in the United States legally for two decades.
During a recent visit, that routine check-in revealed something new. Daniel had lost his job, and the family was struggling. When asked about food security, Maria shared that they were afraid to apply for SNAP or visit a food bank, unsure what it might mean for their family’s future.
Through a trusted referral from their provider, the family connected with WithinReach. Our Family Resource Navigators offered confidential guidance, explained their options, and helped them access nutrition supports and local resources.

When families don’t have health coverage, even basic medical care can feel completely out of reach.
When parents and caregivers have coverage, they are far more likely to seek preventive and ongoing care for themselves and their children. Yet many eligible Washington families face steep barriers to enrolling and staying covered—from complex eligibility rules and documentation requests to frequent renewal demands. Even once enrolled, many struggle to understand how to actually use their benefits.
WithinReach bridges these gaps by providing trusted, personalized guidance. We help families navigate their coverage options, complete enrollment and renewal paperwork, and confidently access the care they need without delay, confusion, or fear.
Families: Simplifying Enrollment
Navigating complex applications, renewals, and coverage gaps during a crisis is overwhelming. WithinReach’s certified Health Benefit Exchange Navigators provide free, one-on-one, multilingual support to help families seamlessly apply for and maintain essential coverage.
This year, we provided:
Systems: Coordinating Outreach
People often fall through the cracks of fragmented health systems. We help close those gaps by leading statewide coordination efforts that bring together partners ranging from grassroots organizations to state agencies. By learning from one another, identifying barriers, and sharing effective outreach strategies, we work collectively to ensure enrollment support is trusted, accessible, and responsive to local needs.
Key Initiative:
WA Coalition on Medicaid Outreach: WithinReach convenes this vital statewide coalition of community organizations and state agencies (DSHS, HBE, HCA) to streamline Medicaid updates and protection.
Change: Securing Systemic Coverage
Health insurance is more than just a policy—it is a cornerstone of wellbeing. By reducing administrative barriers and helping families secure coverage, we prevent long-term health crises, pave the path toward healthier communities, and build a more equitable safety net for all.
The Long-Term Impact:
Every completed application and policy update moves Washington closer to a healthcare system that is understandable, accessible, and truly equitable for every family.
Impact in Action: Turning Uncertainty into Relief
For thousands of families across Washington, the path to healthcare begins with deep anxiety—especially during pregnancy or sudden financial stress. When a parent connects with WithinReach, that uncertainty is replaced by trusted, life-changing clarity.
This year, Anna, a pregnant individual navigating a high-risk pregnancy reached out to us completely overwhelmed. She knew she needed urgent medical care for her baby, but she didn’t have health insurance, and the fear of massive medical bills was keeping her up at night.
Our navigator stepped in immediately, providing the calm, confidential, and multilingual support she needed. She didn’t just help Anna fill out a form; she walked alongside her through the full healthcare journey—successfully enrolling her in Apple Health for Pregnant Individuals and seamlessly connecting her to critical, wrap-around perinatal support services.
When families want the best start for their child’s health and development, they deserve a trusted place to turn.
Supporting a child’s social, emotional, and physical growth is one of the most complex parts of early parenting. During a year shaped by federal and state changes, families across Washington turned to WithinReach to better understand their child’s development and connect seamlessly to trusted early learning and care resources.
Families: Demystifying Milestones
Families often reach out wondering about their child’s behavior and/or development. Our Family Resource Navigators begin by listening to their concerns and questions, supporting families by accessing tools, and offering guidance on next steps and services.
This year, we provided:
Systems: Connecting Early Networks
Families’ experiences reveal where coordination is strong—and where gaps create barriers. We work across early learning, healthcare, and childcare systems to ensure families connect across service areas.
Key Initiatives:
Change: Advancing Early Health
Early support is about ensuring every child has the opportunity to reach their full potential.
By catching developmental needs early, we support families in accessing services to strengthen their child’s foundation for lifelong learning.
The Long-Term Impact:
Every conversation, referral, and connection moves Washington closer to a system where all families can access early health support without confusion or delay.
Impact in Action: Partnering to Support Child Development
Every inch a child grows tells a bigger story—one of developmental milestones, social and emotional growth, and discovering who they are. To help parents recognize and celebrate that journey, WithinReach teamed up with the Washington Chapter of the American Academy of Pediatrics (WCAAP) to create a vibrant, bilingual developmental height chart.
Distributed to health clinics and family-serving community-based organizations across the state, this chart turns a standard check-up tool into an interactive parenting support resource. As families measure their child’s height, they are also guided through age-appropriate developmental milestones in English and Spanish. By bridging the gap between a doctor’s clinical guidance and a family’s daily life, we are equipping families with knowledge to celebrate every step of their child’s developmental journey—and confidently reach out the moment they need a little extra support.

When families are trying to reclaim stability, they need support that sees the whole picture—not just one piece of it.
For parents affected by substance use disorder during pregnancy and early parenthood, challenges like rising costs for essentials, housing instability and complex systems are magnified. WithinReach’s Perinatal Substance Use Disorder (SUD) Support Team helps bridge this gap, connecting families to immediate essentials while ensuring they can access the broader, long-term resources needed to stabilize their lives.
Families: Anchoring Complex Care
Families navigating recovery are often simultaneously facing housing instability, financial strain, and intense life transitions. Our specialized team listens first, providing nonjudgmental, compassionate guidance to connect parents to critical resources without shame.
This year, we provided:
Systems: Building Pathways
Recovery and housing stability are deeply interconnected. We partner with organizations providing direct housing assistance, state agencies, and community organizations to build flexible funding models that can quickly deploy resources to families in real-time crisis.
Key Initiatives:
Change: Strengthening Recovery Systems
Families affected by substance use deserve seamless access to stability supports without losing their dignity. By integrating housing, recovery, and basic needs, we prevent vulnerable families from falling through the cracks of a fragmented system.
The Long-Term Impact:
Every referral, wrap-around support plan, and cross-agency partnership strengthens a statewide network where families can access safety, connection, and hope.
Impact in Action: Supporting Families From the Start
Every day, WithinReach works to build tangible bridges to stability, ensuring parents have exactly what they need to care for their children and themselves.
That commitment came to life beautifully during our annual potluck gathering, where staff assembled 100 backpacks filled with newborn essentials—diapers, wipes, nursing pads, swaddle blankets, and pacifiers. Funded in partnership with the Washington State Department of Children, Youth, and Families (DCYF), each pack also included a handwritten note of encouragement and a grocery gift card to help purchase urgent household supplies.
Distributed directly by our Perinatal Substance Use Disorder Support Team to parents navigating recovery during pregnancy and early parenthood, these backpacks represent far more than supplies. They represent connection, dignity, and care made tangible—a reminder to parents that they are not alone, and that support is always possible.

When politics influence science-backed health information, families need clarity they can count on.
Getting clear, consistent information about immunization decisions has become increasingly challenging. In 2025, a fractured national landscape, shifting federal guidance, and a drop in participation in routinely recommended vaccines, meant that families needed clarity about immunizations more than ever before. WithinReach connects families to trusted immunization resources while strengthening the networks that keep Washington grounded in science and public health best practices.
Families: Overcoming Barriers to Care
When families reach out with questions about changing school requirements, vaccine schedules, or coverage, our team provides clear, calm guidance. We help caregivers navigate digital tools and securely connect them to local public health resources.
This year, we provided:
Systems: Building Trusted Pathways
Confidence and clear communication about immunizations are essential. We ensure providers, public health leaders, and community organizations have aligned messaging, shared toolkits, and deeply coordinated regional systems.
Key Initiatives:
Change: Strengthening Confidence
Immunization access is only effective when families have trust in the information they receive. By elevating community-based messengers, we reduce confusion and build a more equitable foundation for community health.
The Long-Term Impact:
Every connection and partnership contributes to a statewide public health system where healthcare decisions are firmly grounded in trust, equity, and evidence.
Impact in Action: Facing Misinformation with Unity
This past year, the national immunization landscape shifted in alarming ways. In moments of rapid national change, alignment matters more than ever. Unilateral changes by the federal administration—bypassing long-standing policies, procedures, and scientific review—altered the Childhood Immunization Schedule in ways that created confusion and concern across the country. The Washington State Immunization Summit served as a vital stabilizing and uniting force for Washington’s healthcare community.
In March 2026, WithinReach convened over 300 healthcare providers, public health professionals, community leaders, and vaccine advocates from across the state—representing county public health departments, nurses, pediatricians, medical systems, and state leaders. These frontline providers came together to learn from clinical experts, strengthen cross-sector relationships, and gain practical, evidence-based tools for navigating increasingly difficult conversations with families.
The impact extends far beyond a single day. Everyone left the Summit with greater confidence, clearer communication strategies, and the exact tools needed to answer a parent’s questions, address concerns with compassion, and help families make informed decisions about their children’s health. By strengthening the people families trust most, the Summit helps ensure children across Washington continue to receive clear, consistent, and reliable care.
